Sharing Settings (such as Live Templates) between multiple apps and multiple versions of same app

I have a pile of custom Live templates. I would like to share the same settings file between:

* IntelliJ and Webstorm on the same machine

* Multiple installed versions of the same app installed on the same machine (ie - Webstorm current and Webstorm EAP)

Is this facilitated in any way by Toolbox?
