Update/Install frustration when connection lost.

I have a very slow connection, and metered, so when my connection drops, the toolbox often just aborts the download of an update or installation completely.  it would be very  helpful if it would not restart the download from the beginning whenever I re-attempt an install or update.  It should cache what's been downloaded so far and resume instead.  You forget that not everyone has high speed connections and unlimited data.
