"System and config directory" option is ignored by most applications

Oh, goodness, ended up submitting this one as a request, rather than posting here on the forums (it's #1699703, feel free to close that request :P). Sorry for that.

I'm using Toolbox to manage all applications I use and, when I tried to move my system and config directory for all of them (more specifically: PHPStorm, WebStorm, RubyMine, Rider and IntelliJ Ultimate) I noticed that, while IntelliJ didn't have problems reading from the new location, all other applications simply ignore the "[version number].vmoptions" files generated by toolbox.

It's as if the `-Didea.config.path=[path]` and `-Didea.system.path=[path]` weren't set. The applications ask me to import data from a custom folder, but then they recreate the directory within `AppData`.

Is this the desired behavior? Does anybody else have this problem? How can I solve this, if not the desired behavior?
