Why does Toolbox listen to public ports?

I have toolbox always running on my system. When I run "netstat -tulpen", it shows that toolbox listens to port 36415 and 44985. Why is this necessary?

Those ports are only on 127.0.0.1 on my system. I presume for local comms?
