Blue / White 'blank' screen in Windows 10 with latest NVIDIA drivers

I've checked the other posts on blank screens, but this one seems to be different. The JETBRAINS_TOOLBOX_NO_SOFTWARE_OPEN_GL flag doesn't fix it. The logs point to CEF not working. CPU usage is 100% on a single core the entire time the Toolbox application is open, regardless of the window being present or not.

GeForce 2080Ti

I tried a completely fresh install of Windows 10 and Toolbox works fine. As soon as the latest NV drivers (430.86) are installed, the window fails and CPU usage is 100% on one core.
