Can not uninstall Toolbox on Windows 10

Problem: Toolbox is not featured under the win 10 "add remove program" dialogue. Yet, it is in the start menu and it does come up. 

I need to uninstall it and reinstall it as it is not functioning correctly. 

What should I do??   Thanks
