Toolbox redownloads IDE after install error

Hi,

I encountered an error during the installation of phpstorm (a permission error on the install folder), but the problem is that after the error, I have to redownload the IDE again!

It took 25 minutes to download it the first time (I have a slow connection today) and I will probably need another 25 minutes to download it again hoping it would work.

It would be better if the toolbox keeps the previous download and uses it again in order to allow iterating faster when troubleshooting an install problem

If there is a better way, please tell me
