How Do I stop thsi very annoying On Screen Keyboard from popping up

I am using the most recent release of both Tool Box and Pycharm.

Every time I start up either I am bombarded with these extremely annoying On Screen Keyboard pop ups.

How do I make it stop???

Please Help!

I forgot to mention, it is running on RHEL 8
