Toolbox doesn't open

I want to try Toolbox and WebStorm, but after an installation on a clean Windows 11 installation (I only installed Office and Adobe Cloud), Toolbox doesn't start.
I can't find anything about this problem online, what could it be?

Sorry for the inconvenience. Could you please attach toolbox.latest.log? It can be found in %localappdata%\JetBrains\Toolbox\logs folder. You can upload it to https://uploads.jetbrains.com/. Thanks!
