Can toolbox install for all users (on mac)?

So i have seen many posts about related problems, but i did not find anything that answered my question. I even found people saying that it cannot be fixed, but those answers were old (two years or more).
On a mac, Toolbox currently have a very weird location for the tools it install (under application support) which is user specific.
I have a mac where i would like to install the tools for all users. I know that i can change the location of the tools under the settings in Toolbox, but what is the best way to install tools for all users?

Could you tell me for which case you require an installation for all users?
Evidently I accidentally installed the Toolbox for all users on MacOS Sonoma, now it won't update. I guess I wiil uninstall it and install the current version under my home directory.
Ivan Kuzmin sorry for the late reply. If still relevant it is because i currently have a computer with a private account and a work account. I need almost the same tools on both accounts

I resolved the issue by uninstalling Toolbox and all Jetbrains tools from the system Applications directory. I re-installed in my user specific Applications directory (under my home directory). This has resolved the update problem. Evidently the toolbox application either does not take into account the difference between real user id and effective user id, or fails to account for the extended file attributes present on the system Applications directory. Either way, the toolbox update application does not comply with the Apple MacOS API.
Installation to root Applications folder and management of those IDEs from any user would be an amazing feature to save those precious storage bytes that are so expensive on Macs.
I would definitely try it if the update issue is resolved already.
